Instead, they are password-protected in the SHIP Resource Library at at the request of the Administration for Community Living (ACL). Tips for requesting an account to login at

You can ask your supervisor for an account at, or you can register online by following these steps:

  1. Click the orange SHIP padlock
  2. Click the green button to register online for an account
  3. Complete all fields in the online form (double-checking your email address for accuracy)
  4. Submit your request
  5. Go to your email to open a validation request email from the sending address
  6. Respond to the validation request email 

A SHIP director or administrator for your state or territory will need to approve your request, and this may take up to 5 business days. If you already have an account to log in at but do not see the SHIP Resource Library, contact your supervisor to increase your role to SHIP counselor or higher. 

The SHIP TA Center's Role with STARS

The SHIP National Technical Assistance Center (SHIP TA Center) provides training materials and webinars to support all STARS users. Log into The Center's website for the STARS manual, STARS job aids, and archived STARS training webinars. Future STARS training is announced to SHIP directors and SHIP administrators for distribution at the state level. STARS technical support, such as help with usernames, passwords, and the API (Application Programming Interface) technology is provided by Booz Allen Hamilton. Go to the STARS landing page and see Contact the Booz Allen Hamilton STARS Help Desk under "Need Help With STARS."
